Setting up in Mexico is not one procedure but a chain of them: incorporation before a notary, registration with the Ministry of Economy and the tax authority (SAT), employer registration with IMSS, immigration filings with INM for foreign staff, and — depending on the site — power from CFE, water from CONAGUA and municipal land-use and operating licenses. Each authority has its own timeline, and the slowest one sets the pace of the whole project. Planning means sequencing them so nothing waits on anything it didn't have to.
The most expensive mistakes happen before the first filing: choosing a corporate vehicle that doesn't fit the tax treaty position, signing a lease before confirming the land use permits the activity, or hiring before the employer registrations exist. We map the critical path first — establish, build, operate — and attach to every phase the permits, registrations and contracts it actually requires, in the order the authorities will demand them.
We work against that map with fixed fees per phase, so the budget is known before the work starts and the client can make go/no-go decisions with real numbers. The deliverable is not a memo; it is a company that is legally able to operate on the day the business plan says it should.
